op-reth: include pending block logs in eth_getLogs ranges #23104

eth_getLogs ranges whose upper bound is pending currently resolve that bound to the canonical head unless the range also starts at pending. Requests such as latest..pending therefore return successfully while omitting logs from the local pending block.

This is not flashblock-specific: op-reth omits sequencer flashblock logs, while upstream Reth omits logs from its locally built pending block when pending-block construction is enabled.
