Part of #9073. Moves MemoryDB to the automated request parsing / response serialization flow:
automated_parameter_parsingis enabled andresponses.pyuses_get_paramand returnsActionResult/EmptyResultinstead of parsing and building JSON by hand.No model changes were needed. All 17 operations are covered by the existing tests, which pass unchanged.
MemoryDB is one of the services in the CBOR protocol notice (#10379).
