📜 Description

Backport #4095 to v9, based on 9.30.1. Stop the Android core worker on Flutter detached, restart it on resumed for retained engines, and replace its closeOnOwnerExit() registration.

Drain queued native operations before caller-isolate fallback or replacement startup, preserving user/context update ordering. Preserve calls accepted before close and propagate delayed envelope submission through the native adapter. The backport retains v9's envelope and JNI APIs. Android beta example-build and integration jobs are excluded; other beta platforms remain enabled.

💡 Motivation and Context

Refs #4092 and #4095.

This is a best-effort mitigation, not a confirmed fix for the Vulkan crash. Lifecycle delivery and worker exit before native engine teardown are not guaranteed. Hosts that never deliver detached can retain their workers after owner exit. The source PR's Vulkan comparison did not reproduce the original abort, and busy workers could outlive teardown; crash prevention on affected physical hardware remains unproven.

💚 How did you test it?

• All 74 focused worker, native adapter, isolate, and binding tests pass on Flutter 3.47.0. All 50 worker, native adapter, and isolate tests pass on the minimum Flutter 3.24.0 / Dart 3.5.0 toolchain.
• Minimum-version testing required locally regenerating the release's incompatible mocks. Generated changes were restored and are excluded.
• Real JNI regression coverage checks a cleared native user after retiring work, including concurrent close. The lifecycle integration test uses platform lifecycle messages to synthesize valid intermediate transitions.
• All three handoff/lifecycle integration cases pass on an Android API 36 emulator with v9's native SDK. Package analysis and formatting checks pass.
