📜 Description

Remove the obsolete JNI compatibility branch sync workflow and its dedicated safe-regenerate-jni.sh helper. Bump actions/create-github-app-token from 3.2.0 to 3.3.0 in the release workflow.

💡 Motivation and Context

The sync workflow maintained deps/jni-0.15.x while the SDK's minimum Flutter version prevented upgrading JNI on main. Version 10 now supports JNI 1.0, fulfilling the workflow's documented removal condition. The removed helper had no other callers.

Verified that no references to the removed workflow, helper, or compatibility branch remain, and checked the diff for whitespace errors. The pre-commit Flutter analysis passed with no issues.
