Adds a root-level one-pager guiding the kube-agents team to run evals through a library dependency on kubernetes-sigs/devops-bench (custom AgentHarness + in-repo tasks), including the two small prerequisite changes on our side (AGENTS entry-point group, overridable TF stack root) and the CI swap away from the legacy evaluator image.
