This pull request drops support for Python 3.10, updating the minimum required version to Python 3.11 and adding support for Python 3.15. It cleans up obsolete compatibility checks for older Python and dependency versions across the codebase, including tests. However, in test_read_gbq_with_dry_run, the test was updated to assert on query.call_args instead of query_and_wait.call_args. Since query_and_wait is now always available and called, this will cause the test to fail.

We're getting failures in core_deps_from_source session. Perhaps premature to remove this?

core_deps_from_source failed because of test_read_gbq_with_dry_run in test_gbq.py, and it's green now.
