This pr adds actions timeouts to our ci runs, the motivation for this pr was hangs we are seeing on windows, instead of running for 6 hours and cancelling manually when we notice it makes more sense to just set high upper limits. The idea here is that these are upper limits, we should never be timing out builds except for cases where something has hung. Opam: looking over the recent runs most builds seem to take between 20 and 3- minutes, we give 90 minutes to leave a bit of a buffer (primarly for windows). Esy: looking over the recent runs most builds seem to take between 20 and 90 minutes, we give 120 minutes to leave a bit of a buffer (primarly for windows).

Opam:
looking over the recent runs most builds seem to take between 20 and 3- minutes, we give 90 minutes to leave a bit of a buffer (primarly for windows).
Esy:
looking over the recent runs most builds seem to take between 20 and 90 minutes, we give 120 minutes to leave a bit of a buffer (primarly for windows).
Release:
I didn't apply any timeout here as we tend to watch release workflows run and catch issues quickly, the runs themselves seem a bit inconnsistent so I don't think it really makes sense, or would provide much benefit.
