Replace the root instruction backlog with focused subsystem contracts and remove obsolete acceptance directives from current guides. Move active native verification tools into tests/native and retire three unused batch scripts whose command contracts were superseded by saved operations. Allow regular agent-guide prose changes to skip native builds while preserving full verification for code, fixtures, executable modes, links and mixed diffs. Keep the post-merge local branch/worktree cleanup rule explicit. Co-authored-by: Codex <noreply@openai.com>

Group command handlers, parsing and rendering into CLI feature partials, and separate TUI layout, navigation, discovery, preview, feedback and dispatch. Keep field initialization and run-loop construction/teardown together so the split preserves existing ownership and cancellation ordering. Reuse BaselineOk for CLI capability checks, share the identical search-field key handler, and reuse the selected-result lookup for Discover presentation. Cover Enter, Ctrl+J and Escape routing across all four search inputs. Co-authored-by: Codex <noreply@openai.com>

Audit dynamic callers, test discovery, manual tools, Docker wrappers, baseline producers and C# platform skips; retain current product/native/schema regressions.AGENTS.mdand agent-guide prose to omit .NET/native builds. Keep full verification for test/proof code and data, workflows, dependencies, executable modes, links, hidden/nested instructions, mixed changes and uncertain Git captures. Add real-Git and negative boundary regressions. This PR requests full verification.SkillViewApp.csfrom 2,971 to 303 lines into focused layout/navigation, discovery/preview, presentation, feedback, workspaces, dispatch and test-support partials. Keep shared field initialization, construction and run-loop teardown in the main file. SplitCliDispatcher.csfrom 2,425 to 118 lines, extending its existing feature-partial pattern while keeping routing, deadlines and shared streaming JSON helpers together. ReuseBaselineOk, consolidate identical search-field key handlers, reuse selected-result lookup and remove unused imports. Private retired work remains archived; no private archive data is included.
Validation: full Release unit suite passed 2,719 tests with 30 explicit platform/prerequisite skips; all 11 integration tests passed. The pre-refactor CLI baseline passed 264 cases, and the focused TUI suite passed 81 cases, including the 12 added cases. Both test projects build with zero warnings; exact solution formatting verification passes. Roslyn verified all original members before simplification and confirmed the final changes are limited to the reviewed simplifications, with field initialization order unchanged. The preceding tooling changes passed 38 Python tests, 20 Node tests, relocated CLI/parser and producer/input-path checks, checksum-verified actionlint 1.7.12, shell syntax, website build and Markdown targets. Full hosted native/AOT verification runs on the new head. Runtime 10.0.13, SDK 10.0.113 and dependency locks remain unchanged.
