The publish workflow uses Node 20/npm 10, which cannot authenticate using npm Trusted Publishing. It can fail to publish even when the package already has its GitHub OIDC publisher configured.
Use Node 24 and npm 11.19.1 in the publish job, retaining the existing token fallback and
id-token: writepermission. The package's development/test Node version stays in.nvmrc.Validation: workflow formatting and diff checks passed. Running the publish workflow's install/test/Nitrogen/package dry-run on this branch before retrying the 2.2.1 publication.
