feat: send weekly hosted sign-up counts to Telegram - #132

A Monday 08:00 UTC cron on the hosted MCP Worker counts the last 7 days of signup_sources by entry, client, referrer, landing page and utm, and sends the totals to Telegram when TELEGRAM_BOT_TOKEN and TELEGRAM_CHAT_ID are set. Counts only, never a row for one person. PRIVACY.md and apps/mcp/README.md say so.Checked: the message on a seeded local D1 (rows older than 7 days left out), plus build, typecheck, lint and test.
