chore: on-demand macOS/Windows CI, macOS voice note, pin deps - #9

- ci-macos/ci-windows run only on workflow_dispatch; Linux keeps PR/master. Align macOS to actions/checkout@v7 + setup-node@v7 + Node 26. - README/LINUX/AGENTS: macOS points to callebtc/sayit (the original); drop the macOS/Windows badges that would freeze without master runs. - Pin exact npm versions (save-exact .npmrc), bump @tauri-apps/cli/api and plugins to 2.12.1/2.4.0/2.13.1, Svelte 5.57.1, SvelteKit 2.70.3; cargo update (tauri 2.12.1, plugins). SvelteKit 2 and Tauri 2 majors kept. - Verified: sidecar tests (10), app build, tauri build --no-bundle.

On-demand macOS/Windows CI, exact npm pins, and the macOS voice note match the docs and the existing Linux workflow (Node 26, actions v7).
Non-blocking: root package.json and Cargo.toml are 0.2.2, but package-lock.json still records 0.2.1. npm ci will not fail; the lockfile version field is just stale.

What
Three housekeeping changes in one branch.
1. macOS and Windows CI are manual.
ci-macos.ymlandci-windows.ymlnow trigger only onworkflow_dispatch; Linux keeps PR/master. Release workflows are untouched (v*tags). The macOS workflow is also brought current:actions/checkout@v7,actions/setup-node@v7, Node 26. Dropped the macOS/Windows README badges — they filter?branch=masterand would freeze once those workflows no longer run on master.AGENTS.md,LINUX.md, and therelease-windows.ymlheader updated to match.2. macOS voice points to the original. README now tells macOS users to install callebtc/sayit; this repo is the Linux port and not the macOS voice experience.
3. Dependencies pinned exact.
