Summary

Adds the bool option omit_retained, when set to true, retained messages are not processed.

I ran into the problem of having Telegraf execute commands directly on boot because of retained messages (and having messages twice in the DB). I cannot make the messages not-retain because of clients that can connect and need that data.

While searching for a solution, I came across the old PR #7177 (and the issue #10824) and used it as baseline for this one. The solution is from #7177. I cherry-picked the commits and adjusted them to the new structure and modified the docs further. The added tests are AI code.
