feat(i18n): add Spanish translations for seven pages [INTORG-1354] - #818
Adds the es-LA delivery for seven pages. Six replace the existing Spanish copy, and the informal-economy policy brief is new. Each file keeps a localizes field so the language switcher can find the English page, and internal links stay on the Spanish site.

These links had lost the /es/ prefix, so they left the Spanish site.
Restore it, and point the Delhi study citation at the same PDF as the
English report.

Both hackathon registration buttons (here and at line 57) change the existing Eventtia destination from /es/ to /en/, sending readers of this Spanish page to English registration. Restore https://live.eventtia.com/es/build-the-future-of-finance on both cards; the Spanish hackathon overview also uses that destination.
This caption describes a regional-employment chart, but no chart follows it. The English report includes the chart after its caption and an illustration in its introduction; this translation omits both. Restore the figures with localized labels and alternative text. If a text-only Spanish report is intentional, remove the orphaned caption instead.

The hackathon cards were sending Spanish readers to the English Eventtia page. The informal-economy translation also dropped the two figures that follow its captions.
Please submit all the design requests, but we should not consider the image uploads as a blocking task to get this merged. I can't easily check the Spanish copy but I've checked the page rendering and all links.
