Bump LDK to v0.3.0-rc2 - #1112

Pin every LDK crate to the v0.3.0-rc2 tag so the release picks up the backports merged since the previous pin: splice events emitted at force-close, abandoning an unknown RBF negotiation on reconnect, a structured error from funding_contributed, and a DiscardFunding that lists only the parts the contribution reserved for itself.
