740: Bump shell-quote to 1.12.0

Adds an npm override so the transitive shell-quote (via launch-editor) resolves to 1.12.0, past the 1.11.0 fix. Lockfile refreshed.

npm audit no longer lists shell-quote. Other advisories (brace-expansion, baseline-browser-mapping) are out of scope.

npm test could not run here: the lightningcss-cli binary is a placeholder because install scripts are blocked in this environment. No CSS changed.

Learned: npm install-scripts are blocked locally, so lightningcss-cli needs approval before the build runs.
