Summary: Transport the client's propagatable typed config as one framework-owned JSON bootstrap value and install it as `ClientOverride` during child global-config initialization. Wire scheduler and mesh launchers to capture the snapshot at launch time, including custom Kubernetes templates, while preserving normal Env and Runtime precedence. Differential Revision: D113294618
