[feature]: add archive and extract subcommands of ifc tool

Summary

• add built-in archive and extract subcommands with (UnitSort, canonical name) member identity, sorted ArchiveMember records, bounded streaming, and cross-platform round trips
• add explicit --quote-header and --angle-header selectors, default no-overwrite extraction with --force, secure link-resistant output traversal, atomic temporary-file publication, and comprehensive archive metadata validation
• consolidate incremental SHA-256 in the SDK, centralize IFC content-hash boundaries, update the driver documentation, and add end-to-end integrity, malformed-metadata, selector, overwrite, and containment coverage

Validation

• MSVC build plus Windows archive regression and expanded archive/header-selector suite
• bcrypt and portable SHA-256 known-answer and incremental tests
• g++ and clang builds plus Linux functional and cross-platform archive round trips
• targeted Windows junction and POSIX symlink/no-overwrite/force tests
