Adds develop-compatible runtime lifecycle coverage for minimal install/uninstall, embedded PostgreSQL persistence, GitHub Actions PostgreSQL service containers, SOPS-managed secrets, the Vault existingSecret contract, and ConfigMap/custom-CA behavior. Integrates the suite into the existing Test workflow using Helm v3.22.0.
