Filter out queue items with status 'deferred' during duplicate detection analysis in tools/check-duplicates.py. Filter out queue items with status 'deferred' during duplicate detection analysis in tools/check-duplicates.py so deferred entries do not trigger false-positive collision failures. Add comprehensive unit tests in tools/check-duplicates-test.py covering deferred item filtering, active queue item collisions, and CLI exit codes.
