fix: resolve all 22 crashing pages — 109/109 routes render without errors

Summary

Automated Playwright audit of all 109 frontend routes on http://localhost:5002 revealed 22 crashing pages. This PR fixes all of them — 107 OK, 0 CRASH, 2 PUBLIC_ONLY (public pages intentionally render without sidebar).

Root causes fixed (34 source files):

React hooks violations (7 pages) — useQuery/useMemo/useEffect called after early return statements, violating React's rules of hooks:

- if (!isAuthenticated) return <p>...</p>;
- const { data } = useQuery(...);  // ❌ conditional hook
+ const { data } = useQuery(..., { enabled: !!isAuthenticated });  // ✅ always called
+ if (!isAuthenticated) return <p>...</p>;

Pages: LoyaltyProgram, PolicyApproval, PremiumRateManagement, AdminPolicyCreation, AIClaimsAdjudication, BlockchainStatus, EmergencySOS

Undefined variable references (5 pages) — components used raw variable names instead of tRPC query data:

- const filtered = (products || []).filter(...)  // products doesn't exist
+ const filtered = (data?.products || []).filter(...)

Pages: SMEBusiness, Reviews, LoyaltyRewards, Telematics, UserManagement

Null-safety / optional chaining (15+ pages) — .toLowerCase(), .toLocaleString(), .map(), .charAt(), .toFixed() called on potentially undefined data:

- agent.name.toLowerCase()
+ agent?.name?.toLowerCase()

Select.Item empty value (3 pages) — <SelectItem value=""> crashes Radix UI; changed to value="all".

Missing import (1 page) — Badge used but not imported in SavingsInvestment.tsx.

Mock tRPC server (server.cjs) enhanced:

Added 20+ new data routes (insuranceScore.improve, gigEconomy.coverage, modelSecurity.status, fraudNetwork.graph, embeddedInsurance.partners, agentPerformance.metrics, telcoCreditScoring.score, currency.rates, agents.performance, agents.commissions) with correct data shapes matching component expectations.

Frontend rebuilt:

Vite 8.0.16 → 1,890 modules compiled, dist/public/ updated with all fixes.
