The generated notes list every pull request, most of which are CI chores and refactors that mean nothing to users. CHANGELOG.md now carries a section per version; the Release workflow uses it as the release body, followed by the generated pull request list, and release.sh refuses to cut a version that has no section. Add the 0.8.0 notes.
