Reviewed the complete workflow change, including the manual-dispatch manifest synchronization, subsequent packaging and release creation, reusable publish call, and the existing release-event path. The synchronization step updates the selected plugin manifest before packaging and does not alter the published-release path. I found no high-confidence correctness, security, performance, or maintainability issue introduced by this diff. Verification included the fixed-range diff check and shell syntax validation of the added run block.
