The Copyright and License Check fails on any pull request that touches source files: scancode crashes at startup with "did not find any 'pre_scan' hooks". The checker action pinned by v2.0.13 leaves pluggy, a transitive dependency of scancode-toolkit via plugincode, unpinned, and pluggy 1.7.0 rejects plugincode 32.0.0's hookspec modules. Pull requests that only touch workflow files still pass, because the batch license scan has no source files to look at. Bump the reusable workflows to v2.0.14, whose only change moves the checker action to a commit that pins pluggy below 1.7.
