Suggestion: Reduce system dependencies #2696
Description
{devtools} depends on {pkgdown} and {pkgdown depend on {ragg}. I wasn't able to install system libraries for {rag} in a very restricted server and i couldn't to install {devtools}.

devtools is very much meant to be a meta-package and one of its main goals is to install a specific package development stack and pkgdown is an important one. So pkgdown is the right place for you to make this case.
