ci: scope translation extraction to the message template

The extract-translations workflow now runs only extract_messages and commits sonar/translations/messages.pot; it no longer runs update_catalog nor commits the .po files. Weblate becomes their sole editor via the "Update PO files to match POT (msgmerge)" add-on, so the CI and Weblate write disjoint files and cannot conflict by construction.

Also:

• Guard the job with github.repository so it is skipped (not failed) on forks, which cannot push to rero/sonar.
• Simplify the commit-and-push block by chaining fetch/merge/push, without changing behaviour.
