ci: scope translation extraction to the message template - #1138

The extract-translations workflow now runs only `extract_messages` and commits `sonar/translations/messages.pot`; it no longer runs `update_catalog` nor commits the `.po` files. Weblate becomes their sole editor via the "Update PO files to match POT (msgmerge)" add-on, so the CI and Weblate write disjoint files and cannot conflict by construction. Also: - Guard the job with `github.repository` so it is skipped (not failed) on forks, which cannot push to rero/sonar. - Simplify the commit-and-push block by chaining fetch/merge/push, without changing behaviour.
