Adding Rust implementation of ByteTrack

We have implemented ByteTrack in Rust based on trackers code: trackers-rs.

It has proper testing against Python implementation to be correctly implemented (check the README in linked repository).

I would like to use Rust for applications where trackers would be used and believe others would also like to do so.
So it might be beneficial to merge into an official repository and we need advice where to put it in there.

To steer your interest further here are benchmark results we got with around 50x improvement on my laptop:

  Python avg: 0.2388 ms
  Rust avg: 0.0046 ms
  Rust is 51.80x faster than Python

Curious what the bottleneck is in a real-world scenario, since trackers are that crazy fast, the Detection supply?

@Borda it's more of "I would like to be able to use it in Rust for production" rather than removing bottleneck. The improvement is just a side effect of compiled language

Yes, I have ported some other stuff to run inference in Rust for my model too
