I'd like to take ownership of this feature if it's still wanted. I'm currently using Salt's PostgreSQL module with PostgreSQL TLS/mTLS and ran into the inability to configure the libpq SSL connection parameters (sslmode, sslrootcert, sslcert, sslkey, etc.).

It does seem like this is in progress, as @dwoz has an open pr pillar options including ssl.

I'd be happy to implement this, including tests and documentation. Would a maintainer be willing to assign #67720 to me, or confirm that I should proceed with a PR?

@nicholas-rees I am not a maintainer. I would start by reviewing the existing PR and then checking out the PR and seeing if it fixes the issue for you.
