Issue Addressed
Implements consensus-specs#5727, which moves the inclusion list deadline from ~67% to 75% of the slot.
Proposed Changes
INCLUSION_LIST_DUE_BPSgoes from 6667 to 7500 in the built-in mainnet config, the mainnet and minimal configs, andChainSpec.
