Installation issue: pmdk +doc ~ndctl (missing pandoc)

Steps to reproduce the issue

This is the second of three distinct issues I encountered trying to build pmdk (first is #6613) The spec I am trying to install is:

On "spack install", I get errors re pandoc not being found.

It looks like pmdk +doc has a dependency on pandoc not recorded in the spack recipe.
