Add a scheduled GitHub Action that runs hourly to automatically assign a core maintainer to open, CI-passed patches in Gerrit. The system picks a random maintainer (excluding the patch owner) and sets a custom Auto-Reviewer label, adds them as a reviewer, and posts a comment. Requires a one-time Gerrit admin setup to create the Auto-Reviewer custom label and grant the CI bot permission to vote on it. See the script header for configuration details.
