feat: add eventstreams optionaldata endpoint

Adds a new /eventstreams/optionaldata POST endpoint for testing SSE events where the data field is optional.

The endpoint returns events that demonstrate:

• Events with the data field containing JSON with content property
• Events without the data field (showing the optional nature)
• Each event includes the required event field and optional id field
