This pull request fixes an issue where editing a localized entry in a collection without a route would throw a `Cascade::absoluteUrlIn(): Return value must be of type string, null returned` error.
This was happening because #678 added a `string` return type to `absoluteUrlIn()`, but entries without a route don't have a URL.
This PR fixes it by excluding localizations without URLs from the alternate locales, since an hreflang without a URL isn't useful anyway.
