I've brought this PR into my dev environment for custom targets. It's working perfectly so far even through my external target for the SDL external build. Was able to command click on SDL_CreateWindow and have it open the C header file. Even through a function I renamed with the generated API notes. |

Default to the SwiftPM BSP backend for compiler args, etc. when using a 6.5 toolchain.
