Request: Add mirror.fouadd.dev (Lebanon) #403

Hello! I would like to add a new regional mirror for the Middle East hosted in Lebanon.

• URL: https://mirror.fouadd.dev/termux/
• Location: Lebanon (Asia)
• Sync Frequency: Hourly via rsync (rsync://grimler.se/termux/termux-main/)
• Infrastructure: Personal homelab using Cloudflare CDN (Edge caching enabled) with backup systems if cloudflare were to fail.

All connectivity, InRelease, and package index checks are fully verified and operational. Let me know if any adjustments are needed!
