Redesign the student application review process and store the semester when a status is filed for better accuracy. #204

In PR #165, the count is based on the last update made by each faculty member on a student application, as long as that the update occurs within the timeframe of the semester associated with that application.

If a faculty member does not take any action within the timeframe corresponding to the semester the student applied for, that update will not be counted. Example: If a student applied for Summer 2023 and the application is reviewed in Fall 2023, the last update by the faculty member will not count because it was made outside the timeframe of the semester the student applied for.

In order to include all the possible scenarios, it's necessary to store the semester for which the update is being made, and any other relevant information.
