Windows 10 ARM64 build 21390 fails to load Boot0001 and

Describe the issue
After troubleshooting prior attempts at installing windows 10 arm64 below 21390 (because I'm an idiot) I finally downloaded an arm64 21390 ISO from internet archive, specifically this one https://archive.org/details/win-10-21-h-1-english-x-64_20210711.

( Edit: I somehow linked the wrong one due to messy browser tab organization. This is the one I meant to link: https://archive.org/details/Windows10-21390-multi-arm-64-en-us. I swear the ones I downloaded were both 21390 because I checked several times and they got past a previous issue I knew was caused by setting up an ISO below 21390)

When I went through all the default settings for the setup, including setting the architecture to aarch64 and using the guest tools, I opened up the VM. It loads up, what appears to be the "press any key to boot from cd or dvd" prompt flashes for a split second, and then it immediately jumps to the UEFI version screen that tells you to wait or press any key to perform startup.nsh. It shows up for a literal single frame which I had to capture with my iphone using slow-mo, and I got this:

Minor somewhat relevant update: I've gotten the latest Windows 11 ISO working (somewhere in the 26100 build series, I forgot the specific one). If you are like me and are still waiting for a solution, use a Windows 11 ISO in the mean time and see if that works for your use case. It mostly worked for me. I'm just stubborn about 21390 becuase of how infamous Windows 11 is.
