## Description

- Upgraded `spotless-maven-plugin` from `2.44.3` to `3.10.4`, the same
version flow-components uses
- Spotless 2.x downloads the Eclipse JDT formatter from
`download.eclipse.org/eclipse/updates/4.33/p2.index`. That site is
currently showing a "Temporary shutdown" page, so the "Run Maven
formatter" check fails on every PR.
- Since 3.10.0, Spotless loads Eclipse JDT 4.9–4.40 from Maven Central
using built-in lockfiles. This fixes the current failure and stops the
formatter from depending on the Eclipse p2 site.
- Kept the Eclipse formatter (`4.33`) and Prettier (`3.6.2`) versions
unchanged, so formatting output stays the same. `spotless:check` passes
without reformatting any files.
- Spotless 3.x requires Java 17 or newer. The project builds with Java
21.
