Standardize BSD-2-Clause branding, pre-commit enforcement, and repository-owned agent guidance for build, testing, Python, and commit workflows. Convert the Python package to a typed uv and Hatchling src layout with locked quality tools, expanded parser coverage, and GNU Make and CI integration. Preserve upstream libpdb++ notices and fixed-format fixtures while keeping native validation portable across supported platforms.
