Update docs product nav icons to 20px and refine spacing

What

Updates the product nav (secondary horizontal nav) icons and spacing to match the design spec.

• Icon size 16px → 20px
• Inactive (rest) icon colour neutral-700 → neutral-900 (light mode)
• Icon-to-label gap gap-1.5 → gap-2
• Tab-to-tab gap gap-0.5 → gap-1

Note

Also corrects the dark-mode rest icon colour neutral-600 → neutral-400 to be the proper tonal inverse of the light value. This is latent until dark mode ships, but fixed here while the file was open.

Icons verified 1:1 against the design at desktop width.
